Manager Operations

Based in Corowa, but will work across the Federation Council area 

  • Full time - 70 hours per fortnight

The opportunity

We are looking for an individual with civil engineering and strong leadership experience to lead and manage our Operations Team. The ideal candidate will have a passion for effective employee engagement, strategy implementation, and team building.

In this role you will be responsible for:

  • Leading the staff in the operations unit in a professional and ethical manner.
  • The delivery of selected capital works programs, routine maintenance of roads, bridges, drainage and footpaths, fleet management & workshop, waste management (including landfills), Corowa Aerodrome and quarries.
  • Providing operational management and engineering expertise.
  • Managing and overseeing Routine Maintenance Council Contracts (RMCC) to ensure compliance and the works carried out are within the contractual requirements.
  • Developing, implementing and monitoring service standards and targets.
  • Initiating and developing objectives, strategies, plans, reports and programs.
  • Managing, supporting and reporting on various funds related to government grants.
  • Managing and monitoring the performance of staff within the unit.
  • Preparing and managing the unit’s budget.
  • Leading the unit’s implementation of Council’s risk management framework.

Criteria

  • Relevant engineering qualifications and extensive engineering experience (previous local government experience highly regarded).
  • Knowledge of relevant legislation and regulatory requirements as they apply to the areas of responsibility.
  • Proven ability to understand and assess complex technical issues, and write clear, concise reports that provide recommendations based on assessment
  • Demonstrated experience in developing and managing annual budgets, planning and implementing project plans, managing risk and delivering projects and activities on time.
  • Excellent written and verbal communication skills, negotiation and conflict resolution skills and demonstrated experience in dealing with community members.
  • Demonstrated ability to manage competing priorities, work to tight deadlines, work autonomously and respond positively under pressure.
  • Proven experience in working collaboratively and thinking creatively to deliver on the strategic direction of an organisation with a focus on performance and continuous improvement.
  • Proven ability in leading teams to achieve organisational goals/objectives within a values-based framework

The appointment will be in accordance with the Local Government (State) Award and Council’s policies and conditions of employment.  The salary will commence at $2,372.84 per week including the 3.5% Civil Liability Allowance, plus superannuation, this is a Grade 36 in our salary system. Salary may be negotiable for the right candidate.
