The Opportunity

Lithgow City Council has an exciting opportunity for a Senior Property Officer to join their team in Lithgow, NSW.

Reporting to the Director Finance and Governance, you will be responsible for managing and delivering property related services in relation to Councils property portfolio including Community land, Operational land, managed Crown land, and Public Roads. 

More specifically, your duties will include (but will not be limited to):

  • Undertaking property and land transactions, including but not limited to acquisitions, disposals, leasing and licensing, easements, and statutory property functions in accordance with legislation and relevant policies.
  • Engage in negotiations for leases and licence agreements, prepare leases and licence agreements in accordance with Council's objectives. 
  • Calculate rent reviews in relation to leases and licences managed in-house
  • Maintain and update Council's land register and internal lease registers.
  • Engage and co-ordinate various external consultants
  • Review and respond to the NSW Crown Lands Department in relation to notifications under the Aboriginal Land Rights Act 1983.
  • Provide Native Title advice in relation to acts proposed on Crown Land managed by Council and ensure compliance
  • Oversee the preparation of, and amendments to, plans of management for land classified community
  • Complete Council Road closure applications and facilitate creation of easements
  • Comply with all statutory property requirements
  • Prepare all correspondence in relation to property matters applicable to the position
  • Efficiently respond to internal and external customer enquiries
  • Respond to internal referrals from the Development Assessment team

About you

The successful candidate will meet the following criteria:

  • Tertiary qualification in a property related discipline such as Conveyancing or Property Management and demonstrated experience applicable to the position.
  • Native Title Manager accreditation or willingness to obtain. 
  • Demonstrated ability to prepare and review property documentation applicable to the position.
  • Demonstrated ability to read, interpret and carry out requirements of legislation, policies and procedures applicable to the position.
  • Sound negotiation, interpersonal, research, analytical and time management skills.
  • Demonstrated ability to make objective decisions and recommendations based on the assessment of a range of options with elements of complexity.
  • Excellent verbal and written communication skills coupled with MS office skills.
  • Demonstrated ability to build quality working relationships with internal and external stakeholders.
  • Current Class C Drivers Licence. 

In addition, an ideal candidate would have:

  • Experience in property related role with the government sector or the legal sector,
  • Experience in preparation of reports to management and Council,
  • Experience in drafting and implementing policies and procedures applicable to the position,
  • A degree qualification in a discipline applicable to the position,
  • An understanding or working knowledge of planning principles, legislation and community consultation and engagement.
