This manager-level professional position heads up the high performing Flood Restoration Section, and is responsible for managing the planning, delivery and funding of Council’s $390M flood restoration program.

We’re looking for a leader with exceptional project management, procurement/contract management and design/construction management experience, who is able to deliver a repair program encompassing road, drainage, water, wastewater, building and open space infrastructure.  You’ll be a motivated forward thinker, dedicated to driving improvements and value for money for the organisation; with the ability to instil that approach within your team.

About the role: 

The role manages a multi-skilled team providing:

  • Project management resourcing and expertise
  • Procurement and Contract management resourcing and expertise
  • Engineering design and construction expertise
  • Management and coordination of a range of restoration funding
  • On-call emergency resourcing and Disaster response expertise

An attractive base salary depending upon skills, knowledge and experience.  The Job Grade will be determined by the panel as follows:

  • Salary from $152,974 per annum with performance-based increments up to $175,920 per annum, plus 11.5% super, plus the option for a lease back vehicle.

  • Contract role spanning up to 36 months, with the possibility of transitioning to permanent status based on performance, budget and operational needs.

We are seeking: 

  • Degree qualifications in Engineering, Construction or relevant discipline and substantial technical experience and competence in a similar role.
  • Demonstrated leadership skills including the ability to provide the section with clear objectives, inspire a positive attitude to work and to succeed and steer others towards successful goal and task accomplishment.
  • Strong program and project management abilities, including managing multiple and competing budgets, schedules and resourcing; whilst ensuring appropriate stakeholder communication and reporting.
  • High level of competence in procurement and contract management and the ability to manage multi-discipline projects simultaneously, including contract supervision and close out.
  • Ability to provide expert technical advice, review and supervision of contracts, engineering designs and construction methods for civil works and building works.
  • Willingness to learn and adapt to various work environments.
  • Enthusiastic and self-motivated to achieve project outcomes.

Where it's located:

This position is based in Murwillumbah and can be directed to work from any Council work site.

Essential

  1. Degree qualifications in Engineering, Procurement or relevant discipline and demonstrated extensive experience in a similar role.
  2. Demonstrated high level competence in investigation, design, and construction of civil infrastructure including Buildings, Roads, Bridges, Stormwater, Water Supply and Wastewater.
  3. Strong program and project management abilities, including managing multiple and competing budgets, schedules and resourcing; whilst ensuring appropriate stakeholder communication and reporting.
  4. Demonstrated high level competence in contract administration and contract management and procurement.
  5. Conceptual and analytical skills, including the ability to identify emerging issues, trends risks and impacts; and the expertise to resolve complex program, project and service delivery issues.
  6. Demonstrated leadership skills including the ability to provide the section with clear objectives, inspire a positive attitude to work and to succeed and steer others towards successful goal and task accomplishment.
  7. Demonstrated advanced negotiation and influencing skills. The ability to create consensus, resolve disputes and broker agreement to proposals and ideas.
  8. Highly developed written communication skills including the ability to write in a clear, fluent and concise manner, produce written communications that are appropriate and readily understood by the intended audience and organise information in a logical sequence.
  9. C class driver’s licence.

Desirable

  1. Demonstrated experience in Local Government.
  2. Applied knowledge of the NSW emergency management framework.
  3. Post graduate qualifications/studies/certification in Project Management, Management and/or Leadership.
