About Colac Otway Shire
Colac Otway Shire, located just two hours west of Melbourne, is one of Victoria’s most picturesque regions, offering diverse landscapes ranging from volcanic plains and hinterland forests to the iconic Great Ocean Road coastline. The town of Colac serves as the key industrial and commercial hub of the region, while Apollo Bay, as the coastal center, attracts thousands of visitors each summer, adding to the Shire's vibrant community.

The Council is dedicated to enhancing the quality of life for both residents and visitors, fostering a thriving, sustainable, and inclusive community. With a focus on strategic planning, economic development, and environmental sustainability, Colac Otway Shire Council delivers key services in planning, environmental management, community support, and public safety. Committed to excellence, innovation, and strong community engagement, the Council’s vision is to enhance livability, prosperity, and preserve the Shire’s natural beauty and diverse heritage.

About the Role
In response to the Commonwealth Government’s Aged Care reforms, Colac Otway Shire has undertaken a Best Value Review of its Aged and Disability services and is committed to remaining a provider of in-home aged care services. To support this transition and consolidate people-centered community services, the newly created Manager Community Services role has been established. This role will ensure that a broad range of services, including aged care, early years, youth, and maternal and child health, are delivered effectively and in compliance with legislation, regulations, and funding agreements.

Reporting directly to the General Manager Community and Economy, the Manager will set the strategic direction for the Shire’s community services, driving collaboration and building strong relationships across the community. This role is integral to enabling our community to engage with vital services that deliver long-term health and wellbeing benefits.

Candidate Profile
We are seeking an experienced leader with a background in community services, including aged care, early years, youth, or maternal and child health. You will have extensive experience in strategic leadership within a local government or similar setting, with the ability to manage complex service delivery and drive change in response to government reforms. Strong knowledge of relevant legislation, funding agreements, and a commitment to community-focused service delivery are essential.
