About the Opportunity

The City of Palmerston Capability Framework describes the capabilities and associated behaviours expected of Council employees at every level. These capabilities relate to generic knowledge, skills, abilities, and behaviours required by employees to perform their roles effectively.

The position is within a fast-paced and busy environment and reports to the Information and Technology Manager. It provides matrixed responsibility for the delivery of services and programs across a multidisciplinary organisation and Directorates. It requires a person who is experienced, calm, flexible, people—and client-focused, well-organized, and able to work under pressure.

Working with the Information and Technology Manager, the Lead is responsible for the leadership and management of a range of programs and services that contribute to the delivery of the City of Palmerston Community Plan, including:

  • Asset Data and Systems
  • Asset Management Plans
  • Asset Renewal Programs
  • Corporate Reporting and Plans
  • Fleet Management

About You

To be considered for this exciting opportunity, you will have:

  • Tertiary qualifications in Asset Management, Civil Engineering or GIS (or equivalent) and a minimum of two years’ experience in local government asset management or diploma-level qualifications with a minimum of five years’ experience in a similar role.
  • Demonstrated experience in the maintenance of asset databases, including GIS systems
  • Knowledge of infrastructure asset management, including civil infrastructure, and the preparation of asset management plans and programs
  • Demonstrated ability to manage a small team
  • Proficient in the use of computer software and systems.
  • Demonstrated ability to apply collaborative consulting skills across various disciplines.
  • A focus on achieving customer-centric results, with an ability to establish clear, specific goals and objectives and to monitor progress towards those ends, taking corrective action as necessary.
  • Sound awareness of social, economic, environmental, cultural, and political issues impacting programs and service delivery.
  • Sound knowledge of financial and human resource management.
  • Highly developed communication skills, including the ability to convey and impart complex information in an easy-to-understand format, including verbal, written, public presentation and negotiating skills.
  • Excellent oral and written communication skills and demonstrated ability to negotiate effectively and influence positive outcomes.
