About the Opportunity
Parkes Shire Council is seeking a dynamic and experienced Senior Design Engineer to coordinate and prioritise design services and ensure the application of engineering and project management standards to support Council's works program. The role involves close collaboration with Council's Works Departments and Assets team to report project progress and contribute to strategic infrastructure planning.
Key responsibilities for the role include:
- Lead the development of Council's annual and long-term infrastructure works programs and contribute to financial and asset management planning.
- Evaluate capital projects using multi-criteria assessments, focusing on asset utilisation.
- Plan, scope, and prepare grant submissions for capital projects.
- Prioritise and coordinate technical functions to ensure timely project delivery and reporting.
- Collaborate with teams to prepare and prioritise annual works programs.
- Manage project risks and ensure compliance with relevant legislation and standards.
- Support the development of policies, processes and standards across the Section.

The appointment will be in accordance with the Local Government (State) Award and Parkes Shire Council's policies and conditions of employment.
The role has been evaluated as being within Grade 17 of Council's salary structure, and offers a starting salary of $105,000 per annum (includes civil liability allowance). Commencing salary to be determined upon the qualifications, skills and experience of the successful candidate. A market allowance may be considered for an exceptional candidate.

About You
The successful applicant will require excellent communication, organisational and interpersonal skills in order to coordinate and prioritise design services and projects.
To be successful in this role, you will possess:
- Degree in Civil Engineering or equivalent
- Relevant experience in design and project engineering
- Strong project management skills with the ability to prioritise and manage multiple projects simultaneously.
- Excellent communication and negotiation skills, with experience in collaborating across departments and stakeholders.
- Advanced written communication abilities, including experience in preparing comprehensive reports and other corporate documentation.
- High level of IT literacy, with proficiency in Microsoft Office and other relevant software.
- Demonstrated proficiency in the use of design engineering software.
- Current Class C Drivers Licence.
It will be highly desirable if you possess any of the following:
- Diploma in Project Management
- Knowledge of the role, functions and responsibilities of Local Government.
